Drinking underage is really only an issue in the US, because of our insanely high drinking age of 21. It depends on your part of the world and what is underage... Very opinionated.

the only problem i have with alcohol in the game is that, if i don't want my characters to get drunk, i can't get all the titles, i can't get all skills, i can't do all bonus missions and some skills don't work to their full potential.

in other words, i don't like to be forced into an activity that i think is bad in order to progress in the game.
for example, if the norn would like to smoke weed instead of turning into a bear, and the player was required to smoke in order to do missions in their territory, some people might consider that bad game design.

You can get all the skills, and why would you be worried about only being able to get 43 of the 44 titles available? Which bonus missions require you to be drunk?

He means that The Great Norn Alemoot is required for [[Feel No Pain], and the bonus of Tihark Orchard also requires the character to be drunk.

This thread sounds like something Jack Thompson would say. Parents are responsible for their children, not ANet. There is a warning by the ESRB in the form of a "Teen" rating that states "use of alcohol" so parents may be informed prior to their purchase should that be an issue for them. ANet are not directly targeting minors for the express purpose of promoting alcohol, or any other activity. Video games are entertainment, mainly the escapist fantasy variety, where actions in-game have no significance to a person's actions in reality. There's much more promotion of alcohol in TV and movies. Give me a break.

There is no law preventing people from showing their wears as long as they are 18+.

However, there is a law preventing people from drinking when underaged.

I think this discussion belongs to the same category as the 'violence in games makes you kill real-life people'. As long as it isn't proven people will start drinking earlier in their life after being exposed to video-game alcohol, I don't think there are much negative effects about alcohol ingame.

Fair enough on the tihark bonus, but the alemoot can be done by going straight to the pigs and herding them. You don't need to do the slalom running bit....not a single drop of alcohol need touch your lips...

The quest objectives require the character to drink. Completing it like you say is almost certainly a bug. In fact, from wiki:
